This is bice good to trash all parts and use frame to make eclectic fence. Rims maybe to make lamp shade. This is not for riding.

Find yourself an older specialized Tarmac
Pretty sure that’s close to retail. As others have said a used Tarmac, also the CAD10 is generally considered a good starter.
