In general it is called rim nut. In your case it is also an adapter for fitting SV valves in AV rim holes. So I’d call it an adapter rim nut. But is this the correct term? I don’t know.

They make a rubber version of this that is a press in grommet with a conical ridge on the bottom so it stays in place fyi
