By highest gears you mean shifting onto the largest cogs? That’s cross chaining and it’s not ideal to ride in the big ring/big cog since the chain is flexed into it’s most extreme angle. You may not be able to get a smooth shift into that combination. The derailleur angle in that pics doesn’t look that bad to me.

  2. It can probably be longer, but also look at it in small/small to be sure the chain won’t sag in that combo.

Your chain length actually looks OK to me. Back when my 4700 bike had the same Tiagra rear derailleur it looked like that crosschained big-big, except my upper jockey wheel was closer to the big cog. Back out your B-screw some to bring the upper jockey wheel closer to the big cog and it will improve your shifting (assuming everything else is set up correctly).

Also, you might want to consider [upgrading your Tiagra derailleurs (which are outdated designs) to the latest Shimano 105 R7100 toggle-type front and shadow-type rear derailleurs](https://www.reddit.com/user/joepublicschmoe/comments/1hjojd5/confirmed_10speed_tiagra_4700_shifters_compatible/)– They do work very well as 10-speed when paired with 4700 levers and they do shift nicer than the Tiagra derailleurs.
