Steel frames can be bend a bit so that it fits from the sides into the holes
File the dropouts until it fits.
File/sand down the trainer part until it fits in your bikes dropout
if the diameter is too big for some reason just file the dropouts. if it’s not straight and hung up you might be able to force it down.
Is the skewer spring in the way? Is it on correctly? Largest end towards the outside of the skewer.
