

Ultegra caliper on a steamroller fork – the arms are too short, and the pads are burning rubber off the tyre on braking.
Am I missing some sort of adjustment here? Seems a strange incompatibility, like you shouldn't see this sort of mismatch.

Make sure your wheels are all the way in the dropouts. But Ultegra and Dura Ace are usually avail in a short and medium reach. You prob have the short ones on there(esp if you got them used) and you prob need the medium. Also Surlys are made to fit wider(and therefore taller tires); Ultegra and Dura Ace are road groups. So, not that weird.
You can do some measuring if you want to be sure in the future.

You need some BR-R650 or BR-R451 57mm reach calipers or similar

Surly specifies its intended for a 47-57mm reach brakes. Yours is probably just 39-49. You need a longer reach brake.
There are caliper brake extension adapters.
