Currently stripped and the chain in the rd is grinding with the chain in the cogs.

Uhhhh, that is not a replaceable derailleur hanger. If you want to use that frame you will need to rebuild the threads or weld on a replacement.
There are repair inserts or you cut it of and use these

Integrated hanger. It’s toast and not worth fixing.
Best hanger for the rd would be a new frame
