Yes, it *looks* bent. It’s hard to tell how much – and whether it’s safe to ride – from pictures. The good news is that steel is pretty forgiving. If you drop the forks out and can see any ‘folds’ or ‘creases’ in the steerer, it’s dead (check the down and top tubes for similar deformation, too). Otherwise, a frame builder might be able to straighten it for you.
