I know you are supposed to remove and replace rim tape, but if no tape is readily available can this small.tear be patched? If so, what is the best alternative?
I’ve done a patch with vinyl/electrical tape and it lasted 2 years without issue.

If you are that far into it, it might be worth it to retape. Look like some sealant has eaten away at the tapes adhesive from the spot that was cut/torn.

Fwiw, I have no rim tape. When I went tubeless, I found the nipples that were leaking (bathtub full of water) and daubed them with sealant. Worked fine.
