In order to LEGALLY distill, you need to be licensed on the federal level. States/citys will give permits BUT, they mean nothing if you get caught & charged federally !! Just like they did with Marijuana. "States" allowed it with licensing & permits, feds still raided & arrested growers & shop owners & workers.
