Hard to tell in a photo
Looks like cable rub and a bit of a crack in the white paint.
I think its worth getting checked by a pro. You do not want a failure in that area of the bike
Pull the fork out and tap the area with a coin, it should sound “springy”. Try the other side of the head tube were there is no possible damage and it should sound like that
