Primary cable tension is adjusted by pulling cable through the pinch bolt (red). You can also tune return spring tension/lube pivots (blue)

The brake is not assembled properly. There is a nub with a plastic tip on it on the back side of the left arm. That needs to be in the grove on the right arm. Then you can properly tension the cable.

The y shaped piece at the top. The top bolt needs to be loosened, and the cable pulled thru some. Not very user friendly design. Takes some practice.
