That is only the plastic cover for the chainring. It is possible that you leaned or bumpedt against it and it shatterd, but could also happen for any other number of reasons. All being said, it should not have an effect on performance and chainring can be replaced. As a wear and tear part, I doubt the seller of your bike will warranty it.
Common issue on these chainrings since they first came on old force. The plastic is just not very good/brittle. SRAM rep confirmed this is not structural and just a cosmetic issue back then.
