Honestly I don’t think that exists outside of custom stem builds… I might be wrong of course but never seen one. Hardly ever even seen a threadless stem with canti hole..

What about a cable hanger somewhere else? Like at the headset spacers or the fork?

EDIT: alternatively, loop the cable over the stem into the hanger.
Paulco funky monkey. Not what you want, but it is what you need.
1″ threaded headset spacers are roughy the same as 1″ 1/8 headset spacers (aka total compatibility).
in old bike junk you can find different shapes and sizes of that same kind of hanger, for example one that hangs way lower.
this is kind of an old bike mechanic’s problem, so an old solution always kind of existed. that’s how i usually resolve this.
that being said, a through stem is always better.
I recommend a canti hanger. It also eliminates a lot of judder you can get with front cantilever brakes
