Just measure 350mm from the dropouts and then measure between the frame/fork tubes at that point. Subtract maybe 4mm from that. That will get you close. Looks like it has downtube shifters so it’s an old racing frame. 25mm might be about it.
Probably a Peugeot Competition, not the original fork for sure.
But you know, just use a tape measure for tire clearance.
