You don’t have a lot of room in your headset between the locknut and the adjustable race for a cable hanger mounted on a spacer. Especially with your short stem, slammed down.
A fork mounted cable hanger might be a better option
I don’t know about any cable hanger, but you can probably bodge a solution from a P-clamp.
Also, shorten those cables.

Just some tips. Never clamp an aluminum frame by any of the tubes, especially the top tube. It is the weakest one. Use the seatpost. Also, please check that frame over real good for cracks, especially stress fractures in the seat stays.
