Once the bars are wrapped it will look better, then tie wrap rear brake and rear shifter together (or heat shrink )

Electrical tape is your friend (don’t go crazy). Use it to get the cable housing close to the bar in three or four spots. That way when you wrap your bars the cable housing will be even on both sides.
You however have more pressing issues. Your shift cable housing isn’t supposed to be perpendicular with the frame. OEM’s suck when it comes to cutting shift housing. You probably have the housing inner strands poking through your ferrules at an angle.
It would be worth while replacing the shift cables, and shift housing ferrules. You will know what I’m talking about once you slide your shift ferrules off exposing the housing. Just trim all the shift housing flush and install new ferrules. Your bike will shift better than when it came out of the box.
Also the brake and shift housing twisting looks ugly when they exit the frame.

With the shorter handlebars you’ll want to shorten the cable for aesthetics. It might not be a matter fit, form, or function unless it interferes with operating the bike. Have you tried riding in this configuration? I’d at least try that and then trim a little, turning the handlebars max and marking the housing where it should enter the brake/shifter. (Also mark the current cable housing). Once removed, measure the housing from the end to the shifter entry. Now you know how much to add to your first mark before trimming.
Or, you could trim them by half the distance of the difference. If your old one was 46cm and your new one is 36cm, the overall difference is 10cm (3.94”). Half if that is 5cm(1.97”). Theoretically that’s his much to trim your cables.
