the plastic thingy is most likely an insert of the BB bearing that goes over the inner race and outside. Based on the state of things here, your BB is almost certainly completely shot and will need a replacement, like yesterday.
Normally, BBs have a sleeve that protects the crankset spindle and inner side of BB bearings against the elements from the inside of the frame, which is normally not watertight. If your BB ever had such sleeve, it has long been gone. If your BB did not have such sleeve, your BB periodic maintenance appointment was long ago.
