I'm looking at this frame, it's exactly what I want except for a big rusty spot on the seatstay where the paint chipped. The frame is from 1995, but I have no clue how long this paint has been missing.
I can't see this frame in person, can anyone tell if this frame is safe and worth it from this pic alone?

That’s fine – just where the paint has rubbed off and the metal is exposed. I’d give it a sand and some rust paint (you’ll hardly see it down there so with a brush will work fine) and that will halt its progress.
Still can take a lot more than that before you see any failures.
I would clean the rust off and hit it with a shot of paint.
Take a file or sand a small patch of the rust, just the very surface. Is it silver underneath?
