What’s going on here? There’s a space between my bottom bracket and crank which looks to have a crooked or wavy spacer/ washer. Is this normal?

Pre load washer. Normal. Do you have side to side play in your crank arms. Stand over your bike from one side and band over to hold each crank arm and rock it side to side and see if you have play / movement
