Any idea what might be causing this? Brakes don’t appear to be rubbing. I don’t remember the hub being anything like this reluctant to freewheel before?

Have you removed the rear wheel recently?
Try loosening the bolts that hold the axle, if this helps then you know it is torqued too high.
