I removed the cassette from my rear wheel and found two very thin washers that are between the cassette and the hub (see pics). I am not sure what I’m looking at here, but figured it was better to ask before I blasted it with some degreaser.
What are these? And why are they hanging loose like this? What do I do with them?

They likely are necessary for your cassette to work properly with that hub..For the indexing. You can take them off while cleaning everything, but put them back on before installing a new cassette. (Or the new cassette might come with new spacers.)
