Might be worth posting this in r/bmxcruiser as this is more focused on 20” wheels. I can tell you though that a stripped seatbolt isn’t a problem as you can just get a seperate seat clamp. Loose chain can be fixed by simply repositioning the rear wheel or getting a new chain which is $30 or so for a good one.
Idk what retail price is for this bike, but those ‘flaws’ shouldn’t have a big impact on the quality of the bike!
