Nope, and that chain is way too short.
A dented tube probably copes OK (ish) under tension. But under compression, it could crumple.
And if you land on something hard, that will put a big compressive force on the seatstay…
If I saw a dent like that on my bike, I wouldn’t get rid of it immediately, but I would ride home carefully and then sit comfortably at home shopping for a different bike.
