Those upper handles look like they won’t be great for stability or control – and you lose having the flat of the bar for your hands – which is better for stability and control.
IMHO, this is a bad idea if you care about performance – but they look cool.

Looks very similar to the Velo Orange Crazy Bars. Not sure if that’s the exact part, but it’s in the ballpark
