Originally it’s a dual sided pedal with and spd clipless side (this is what’s missing) and a normal flat pedal.
I don’t think the part you want is sold separately. Best to ride as is or get new pedals that are complete if you want the spd clipless stuff.

Just buy some new pedals, you can get some quality resin pedals for pretty cheap.
It’s a Shimano SPD cleat on a Venzo pedal. Usually the clip in cleat is included. Googling: They typically come with Shimano SM-SH56 multi-release cleats.
