Those are cheap unsealed hubs, likely a stock wheel set off a complete bike. 25 isn’t terrible, but unless your wheels are unrideable it’s not an upgrade.
Doesn’t seem bad on the read- basic brakeless rim. Idk if I’d pick it for me (I like my brakes) but it should be fine.
