How to properly tension this Hope tapered headset?

I cleaned the top and the bottom bearings, clearing all the muck out. Normally I’d tension from the top before doing up the pinch bolts, but this topcap (still needs to be cleaned) does not have that ability. How do I properly put it back together? Put the wheel back in and put some weight on the front of the bike?
