So I'm just trying to pull the cable through a little more back to that little dent you can see but that black piece won't budge at all… That should move freely right?
Looks like the cables been messed up.
You might be able to pull it back out and straighten it out, but it looks like some of the strands are bunched together before they enter the black piece.
Id you can take it back out id try and smooth out the cable so it slides in there smoothly

Did you loosen the set screw?

It’s difficult to move the hanger past that point because where the cable was previously clamped has flared out wider than the cable hole. Fully loosen the grub screw and hold the frayed end of the cable with pliers and you should be able to force the hanger past it.
That said, if you have some proper cable cutters it’d be easier to just cut off the old clamped section, that barrel adjuster is wound out so far you’d still have plenty of cable for the hanger if you wind it back in all the way.

Not as easy once the cable has clamped/crimp marks on it, you’ll need some pliers to pull through and possibly try to straighten the crimped section out a bit before hand .

Pliers and channel locks will get that hanger wherever you want it

One of the scary parts about tightening that tiny Allen bolt is if you tighten too much it will make a “POP”. I was worried I had snapped the cable. But it was fine. I don’t quite understand the mechanism and why it would pop.
