Looks like BB30 is
“6806 bearings are pressed directly into the frame.
May use removable c-clips as bearing stops, or the bottom bracket shell may have molded or machined bearing stops”

That’s just a protective sleeve- it in theory should make the bearings last longer by stopping rain/grit from getting into the bearings but you’re totally fine to just run it.
