I changed my chain and shorted it on the same number of chain links. But somehow in my highest gear, it felts too long. The chain is unfamiliar close to the guide pully. Should I take one link out?

You probably didnt account for the quick link and ended up with one extra

While it does look too long, verify the B-limit screw. The quality of shifting under load is directly related to b-gap distance.
You can look up the required gap by referencing the model number stamped on your derailleur.
Also, your shift housing has too sharp of an angle at the derailleur. You probably have full length housing, so you might be able to reset the housing to lessen the sharp angle at the derailleur. Also, the housing ferrule is split and should be replaced.
Even though the above tips might sound too nitpicking, the efficiency and quality of shifting really does depend on the small things.

As per other comments it looks like some work is most definitely in order, but to add, I’d suggest not working on a full-susser’s (or if I’m honest, any bike’s) drive chain with the bike upside down. You wanna make sure any sag and other movement is taken into account.
