My fork keeps moving back and forth(not a lot nut its moving) even I tightened the topcup (but the topcup when I tightened it's like a neverending its keep tightened) btw I have a flower type fork the headset is new
I’m assuming you undid the stem clamp BEFORE tightening the top cap bolt?
If so and its still wobbly, you might need an extra headset spacer, any bike shop should have a spare one for a few pennies.

Your description of the top cap sounds like you already f*cked it’s thread.

put spacer on top of the stem and then tigthen thd compression bolt.The issue might be the compression bolt cant compress the bearings because of the fork length

First you tighten the big vertical bolt and then you tighten the 2 horizontal ones. The big vertical bolt serves as a way to pull the stem down and remove any tiny gaps
