Jasper Philipsen and Peter Sagan always do more ugly than this.

The loser just whanted Koij to loose, as soon koij, backed the cunntt also stoped, if i was visma DS i would have a talk with Moschetti and warned him if he does another stunt like that he would never win again even if that mean i risk to loose
I don't think he saw Kooij and chose the best line which he had a right to do being first. Then the shoulder was probably a balance act. Unfortunate but people judge Moschetti hard here, Kooij was going for the inside which was briefly open but was closing.
