What exact type of screw am I looking at? Threads measure 5x17mm. Has what I’m guessing is an integrated washer that is as wide as the head. I think I stripped one on my stem and so need to replace it.

Just throw any m5 in there. I don’t think that washer is terribly important.
M5 tapered hex bolt
I don’t know what else you’d need to know.. m5x17 socket head with integrated washer. You’d want to measure the head if it’s recessed at all.
A bolt
Judging by the photo the bolt looks perfectly fine. Why do you want to replace it?

It’s a M5x18 tapered head stem bolt. You can get them on pretty much any site that carries bike parts. You can even get them in anodized colors or titanium.
