Are you sure it’s fully extended when you measure it?

Try to put a little more air in the fork. It looks like it has to little air to fully extend

I have 110 psi for my 90 kg. Now I’ve pulled it up and I have the full travel. Looks like it was stucked. Weird for a brand new fork

Take the plastic caps of the bleeder ports. Pull the fork up and press the button to release and built-up pressure. This could solve the issue. Otherwise you need to cycle the travel more often when pressurizing the fork.

You may have have too much negative air pressure and it’s causing your fork to suck in. Pull your wheel off and then put the axle back in push down on it with your foot while pulling your handlebars up and see if it extends. Or let the air out and refill it and cycle the fork every 30 psi til full again
