I’d not even bother with ‘converter’ for that. A quick rub if you’re really bothered then any ‘inhibitor’ will be fine. Don’t overdo it inside the seat tube though, as you can end up with a slipping post.

Dont over think it too much. Just give it a clean with whatever you’ve got even soap and water. You only really need to grease the threads when you reassemble.

Blue wd40 with steel wool and a coat of grease. The rust is from the old BB and the threads are fine

Steel wool, metal brush or similar + water and soap, no need to waste WD40 unnecessarily.
I mean just use your head, it’s not rocket science. Clean it without damaging the threads too much.
