The most important thing is the brakes – check those work well and the pads are aligned to the rim.
Then I’d give everything a good wiggle to make sure the wheels are attached etc.
Have a look at the tyres too – if they’re old, even if not used much, they can get rotten.
Looks in great condition though so a bargain even if you have to do a few things.

Hey 30$ is a steal. If there is no issue that you can easily spot, you can just ride it around to test it. You might hear some noise or notice something but i hope you do not.

Check minimum insertion on that seat post. It looks like some fairly hefty rider has been riding a bike that is far too small for them.

Are the cranks (the levels the pedals attach to) on tightly – no wobbling. Same for the saddle. With the front brake pulled on tight, try to wheel the bike forwards/backwards. You shouldn’t be able to move it. If the steering tube is loose it will allow the bike to move a cm or two and you’ll see it wobbling.
