I’d start from 6k USD and work it up from there with him. Have an open talk, tell him that you do not want to insult him but you want to talk and see if you can reach a middle ground.
I wouldn’t, an e bike with road bike geometry is a silly thing to buy. 10k is an insane price. No one in there right mind actually wants these things, your neighbor will have trouble selling for anything
