These friction shifters can't hold the tension and shift down when I turn the bars. Is it due to the cable housing length, or maybe derailleur springs being stiff, or just maybe that they are crappy shifters? Screws are tightened btw.

Yes to all but in the reverse priority order of your list I’d guess.
I’d say you’ve got a cable catching somewhere. The snag will be imitating a gear change.
You can re-lube/ change the cable yourself, but as you’re asking us, it might be worth a bike shop trip.
the cable is getting pulled out of the shifters. add friction to the lever by tightening the screws on top of the shifters, but only a little at a time.
