  1. It’s about both. Yes, you can ride whatever bike you want on gravel… by that logic, my Schwinn Paramount with a 23mm tire is a “gravel bike” because I’ve taken it on a rail trail.

    But if you were a bike rental shop in a town where I was on vacation and I called ahead and asked “do you have any gravel bikes?” And you said yes? Then I would expect a dedicated purpose-built gravel bike when I arrived at your shop, you know? You can ride whatever you like on gravel, and it may even be good enough for you, but that doesn’t make it a “gravel bike” in the sense that they are marketed a certain way, as to differentiate them from other bikes.

    And yeah, 28mm wide tires are fine on a path as packed down as what’s shown in your photo. You would not have a good time on some of the gravel roads around me with that setup, believe me, I’ve tried and even a 35mm tire was sketchy.
