Still some life in that for sure. It’d be a good idea to take some higher grit sandpaper and some rubbing alchohol and sand the braking surface down a little. I’d say 300 grit or above.
Otherwise, a weak and mushy hydraulic brake sounds like it has a little air in the system, therefore needing a bleed

there is enough material left on the pad but it looks pretty rusty, i would change it

Do they even make hydraulic versions of brakes with these pads? I have only encountered them on old mechanicals BB5s
