I think it’s to support the weight of the seat(?) in front a little bit, but it doesn’t seem like a strong solution.

I bet it doesn’t roll off the tyre – it’s a placement for a front light that just looks like it’s on the tyre (to the right of the rack when looking at it from the bars)
To me it looks like a Paul’s Components Gino mount, but the bracket is loose or something and has fallen down so it looks like it’s touching the tire.

This is perspective playing tricks. It’s not on top of the wheel, it’s to the right, but just happens to be at the same level. It’s a small section of metal tube so you can clamp a light there.

Maybe it just acts as a spacer in case the carrier flexes too much .. so the bolt closer to the first black bar doesn’t dig into the tire.
It could be a light mount, just the perspective is deceiving:

The bracket is fixed to the near, right side of the rack with the purple “wheel” projecting right from the bracket so despite how it initially looks the “wheel” is some distance off to the side of the wheel.
Most likely a bit of handlebar type tube to mount a light from.

Light mount, it’s not in plane with the tire but rather sits off to the side, optical illusion.
