Probably some sort of integrated system headset, but you’ve got a bearing race (one half of a cartridge bearing) stuck in the lower part of the headtube. That will need to be pulled with a slide hammer or something before a new headset can be installed.
Looks like some weird IS headset type like IS41,2 – Pic for reference. Good luck on removing the Lower cup aswell.

Looks like an IS headset where the bearings sit directly in the frame, you’ll need to measure to see what size. That’s also an outer race in the bottom cup which you’ll need to remove
