I have recently bought a new bike online which came with the bottom part of the headset partially sticking out of the head tube. The headset is not loose, it simply sticks out. I plan to bring it to a bike workshop nearby to fix it but, I was thinking how could this happen? Could this be problematic in any way? Any recommendations?

It was probably never fully installed but there is an off chance that it was jarred loose
Seems strange for them not to fully install it but your LBS will be able to press this into place no problem
Its a press in tapered fork adapter. Should only take 2-3mins to resolve. For $5-$10 you can just fix it yourself with a couple large washers and a rod. I would just order the proper tool on Amazon or AliExpress myself for the same price.
Since you’ve already removed the fork you can pound it in using a hammer and a block of wood.
