  1. deflate the tire,
    squeeze the tire past the brakes while removing wheel.

    when putting wheel back on:
    squeeze tire while pushing wheel on,
    inflate tire after securing wheel

  2. Check the lever, you may be able to remove the cable from the lever itself. But it may be necessary to have to screw in the adjustment bolts to do so.

    Two methods:
    #1 on most brake levers there is an adjustment nut, and they have a slot in them, align the notches in the adjuster and backing wheel, and remove the cable completely from the brake lever.

    #2 Loosen the nut retaining the cable, extend it to the point it is wider than the tire, then use the adjusters to give correct contact. When you need to remove the tire, back off the adjusters.
