I feel like the derailleur pulley and cassette shouldn't be this close?
Bike is a SUrly cross check, derailler is Tiagra 9-speed (RD-4800) and it has downtube shifters (Sorry, keep trying to upload a video but I can't)
You can move the upper pulley further away from the cassette using the b-tension adjustment on the derailleur.
As for chain length, it doesn’t look too short.

Length looks ok but you’d need to be in big and big, i.e. largest sprocket at the back and largest chainring to be sure.
The jockey wheel being close to the cassette is a separate issue and adjustment. You need to adjust the b tension screw which is on the rear facing side of the derailleur, near the gear hanger itself. It’s normally a Phillips screw on cheaper derailleurs and a small hex nut on more expensive ones. It’ll be by itself whereas the limit adjusters are two hex or screw heads next to each other. Watch the top jockey wheel as you adjust and you’ll see it move in or out from the cassette.
