Hub bearings and bottom bracket should be good (no noise when testing them separately), and I have also tried slightly increasing and decreasing chain tension (no change in sound).
As far as locating the sound, it seems to be happening at both the cog and the chainring, but it’s kinda hard to tell. Also, there’s no noise at super slow rpm.

Using a [1/8″ 19t cog from State Bicycle Co](https://www.amazon.com/dp/B07SRKHJLZ), a [1/8″ Izumi Chain](https://www.amazon.com/dp/B00PB5DW1S) that has been waxed, and a 3/32″ 49t DuraAce chainring that came with the bike.
