Can you do it: I don’t know. Can you follow a youtube video like [this one](https://www.youtube.com/watch?v=-7ea5tpiM7I) and are prepared to buy some tools and a cable set? If not, just take the bike to your local bike shop and let them handle it.

assume thats some sort of barrel adjuster for the rear gears, new cable and new outer

Technically you can fix it by just trimming back the excess housing, but best practice here by far is to replace the entire cable and housing since it must have a decent amount of use to end up like this.
