This is in Belgium. Since he doesn't wear a seatbelt and there is no headrest , nor is it a ancient 4 wheel car from the time before seatbelts, he has to wear one.
The BMW bike that had an approved cage and seatbelt was the only bike that didn't required a helmet.
canam , trike require helmets , but not the other gear.
