A dirty cassette isn’t indicative of needing to be replaced. Usually a worn cassette and or chain with skip gears and not shift properly.
It sure looks like you are in store for a new one! The teeth look worn to the point you may be experiencing some poor shifting, chain skipping, and noisy operation. The teeth on the cassette looking pointed, hooked, or “shark fin” shaped instead of symmetrical are tell-tell signs.
When you are looking at your cassette to determine if it should be replaced. DON’T LOOK AT THE BIG RING. It wears 5 times slower than the small sprocket. Look at the small gears and if they are shark toothed or broken off. Your cassette doesn’t look that worn. You can always clean gunk and dirt off things, but if the teeth are worn there would be no point. You photo isn’t great for looking at the profile of the small gears, but my though is that its fine.
I would run it as is. I can’t see any signs of excessive wear like shark toothing. Dial the gears and see how she rides.
Clean that shit then you can ask again.

You need to replace the chain when it’s worn to a certain degree and if you wait too long you have to replace the cassette as well. If you replace the chain and it skips then you probably have to replace the cassette and maybe the chainring as well
