So I found a fatbike on marketplace for pretty cheap ($80 Canadian), but it needs a front tire. Can I move the good rear tire and rim to the front? I'd be adding a hub motor rim and tire to the rear. Is the rear tire compatible on the front? Or will it handle differently or just not work?

Yes you can do that.
Keep in mind (name brand) fat tires are really expensive.
Also that looks like a perfect candidate for ebike conversion. $80 sounds right
There should be no issue. Most fat bikes have same tire front and back. Biggest issue will be relacing the rims.
Why move the rim from the back to the front? Just put that tire on the front rim. Is there something wrong with that rim that I don’t see? You sure you’re up to changing a rim on the rear? That takes wheel building experience.
No the rear is different wheel you can’t just do a swap you can take the tire off and put on the front though
